What happened

A group of US lawmakers is urging the US Commerce Department to pause certain export licenses for advanced semiconductors going to countries in Southeast Asia, according to the Financial Times.

An export license is government permission to sell and ship specific products abroad. In this case, it covers advanced semiconductors, which are high performance computer chips used in things like artificial intelligence systems and modern data centers (large buildings full of computers that run online services).

The concern is that chips sent to Southeast Asia could be redirected elsewhere, including to places that face US restrictions. It is similar to shipping a controlled item to a middle stop, then having it quietly moved to a different final destination.

The Financial Times also points to broader enforcement worries about “transshipment,” which is when goods pass through another country on the way to their real buyer.
