The concern is that chips sent to Southeast Asia could be redirected elsewhere, including to places that face US restrictions. It is similar to shipping a controlled item to a middle stop, then having it quietly moved to a different final destination.
The Financial Times also points to broader enforcement worries about “transshipment,” which is when goods pass through another country on the way to their real buyer. Past reports have raised concerns that shell companies (businesses set up mainly on paper) in the region can be used to hide who is actually receiving restricted chips.
These chips are important for AI and for national security, so the US tries to control where they end up. If licenses are suspended, companies that rely on cross border chip sales could face delays, lost revenue, and more paperwork. Over time, stricter controls can also affect the price and availability of AI computing power, which can trickle down to the services people use every day.
