A new bill would freeze approvals for new AI data centers nationwide until federal rules cover energy, water, privacy, and civil rights.

Senators Bernie Sanders of Vermont and Representative Alexandria Ocasio-Cortez of New York announced the Artificial Intelligence Data Center Moratorium Act on March 25, 2026. The proposal calls for a nationwide moratorium, meaning a temporary stop, on approving and building new AI data centers.
AI data centers are large buildings full of computers that run and train AI systems. You can think of them like factories for computing. The bill aims to halt new projects until the federal government sets stronger rules.
According to the announcement, the pause would stay in effect until protections are enacted for environmental safety, worker and consumer rights, privacy, and civil rights. A formal introduction was planned for a 4 p.m. ET press conference the same day. Ocasio-Cortez is also expected to introduce a similar bill in the House in the weeks ahead.
Supporters say data centers can use huge amounts of electricity and water, and can create local problems like noise, electronic waste, and the loss of farmland. Food & Water Watch, an advocacy group that called for a national moratorium in 2025, praised the bill and urged Congress to pass it quickly. The group and others argue that rapid data center growth is straining communities and can contribute to higher energy bills.
Even if you never use AI on purpose, these facilities can affect your daily life through local water use, power demand, and land use. The bill could slow or delay new data center projects for years, especially since federal AI rules have often moved slowly. At the same time, it could push Congress to set clearer national standards before more construction goes forward.
