In short: A former Trump White House AI adviser says the administration’s conflict with Anthropic is making other AI companies and contractors more cautious about working with the US government.
Dean Ball, who advised the Trump administration on AI policy and left the White House in July 2025, says a dispute involving Anthropic is weakening the president’s earlier plan to support the US AI industry.
Ball’s main warning is about a “chilling effect.” That is a situation where people change their behavior because they fear punishment, even if no new rule is written (like a store that stops carrying a product because it worries a supplier might cut it off later). Chris Mohr, president of the Software and Information Industry Association, said this chilling effect “will be immediate” and could last even if the White House never again targets an American AI company over a contract fight.
Some consequences are already showing up. Ball points to reports that major contractors, including Lockheed Martin, are removing Claude, Anthropic’s AI assistant, from their networks. Government contract lawyers also say many clients are working to remove Anthropic from their systems.
Ball argues the bigger cost may not be losing one AI tool. Contractors may spend more time and money making sure their future business partners do not do anything that might trigger government retaliation. He calls the situation “bitterly ironic” because he believes it cuts against a pro business, hands off approach that was meant to help US AI companies compete overseas and increase exports.
If companies keep acting defensively, federal agencies may have fewer AI options to choose from, and deals could take longer and cost more. Watch for whether other contractors follow by removing Anthropic tools, and whether the administration takes steps to reassure companies that contract disputes will not lead to broader punishment.
