Some experts now argue that advanced AI systems, especially generative AI (tools that produce text, images, or code from a prompt), should be handled more like sensitive security technology. The reason is not that an AI model is a weapon by itself, but that it can act like an instruction manual and a skilled assistant at the same time.
Recent policy documents highlight several risk areas. The US National Telecommunications and Information Administration has warned that “foundation models” with widely available “weights” (the model files you can download and run, like getting the full recipe instead of eating at the restaurant) may lower the barrier for harmful uses. Those uses can include guidance related to chemical, biological, radiological, or nuclear weapons and support for offensive hacking.
The UK government has also listed “weapon instruction” as a risk area for generative AI. Researchers have debated how real the near term danger is, with some studies arguing current safety tests understate what motivated users could do, while other work finds limited impact in certain setups.
A separate and more direct issue is AI inside weapons, such as drones or automated targeting systems. Critics say these systems can act unpredictably, which could raise the risk of accidental escalation in a conflict.
Expect more debate over rules for sharing powerful models, especially when the underlying model files are widely available. Watch for governments to push for stronger testing, monitoring, and limits on where AI can be used in military and critical security settings.
