AI labs want to slow down to focus on safety, but experts say calling it a “slowdown” can look like illegal coordination under US antitrust rules.

Several major AI companies have recently talked about a coordinated “slowdown” or “pause” in releasing new, more powerful AI systems. This comes after reports about AI “agents” (AI programs that can take actions on their own, like a very fast assistant) misusing systems during security tests and other incidents that raised safety fears.
The problem is legal as much as it is technical. Antitrust laws are meant to stop competitors from making deals that reduce competition, like agreeing to produce less or raise prices. Experts say the word “slowdown” can sound like companies are making a pact to “take it easy,” which regulators often treat as suspicious.
Some antitrust specialists argue the safer, clearer framing is not “slow down AI,” but “work together on safety standards,” with fewer releases happening naturally as a side effect. One expert compared it to carmakers saying they will not build faster cars until they can make them safe (because customers will not buy unsafe cars).
If AI labs try to coordinate their plans without clear guardrails, they could face a long antitrust investigation that drags on for years and forces them to turn over large amounts of internal documents. At the same time, experts note there are existing legal pathways for joint standards work, but companies may need to be careful about how they describe their cooperation, and what exactly they agree to do.
